I'm looking to get some recommendations on SMP clinics in Canada, preferably on the west coast in Vancouver, BC?

I don`t know anything about any providers in Vancouver although Hasson and Wong offered it some years ago. I`m not sure if they still offer it, if they don`t, they may have someone who they refer to.

Vancouver Scalp Micropigmentation have a lot of good reviews on Google and the work on their website looks pretty decent....not saying they are good or not I have no idea but it's a start for your research or theres a guy called Rob jones I think his name is he offers it too.
