FUE-Extractions performed by non-physicians - a problem in Europe?

Dear forum members,
I just stumbled upon the following "comsumer alert" by the ISHRS:
€œIt is critical to seek a qualified, Board Certified physician who personally performs the Follicular Unit Extraction (FUE) procedure. In Connecticut and in many other states, it is not only unethical, but illegal for non-physicians to perform skin surgery including follicular unit extraction. € says Dr. Boden.
As we know even ISHRS approved surgeons regularly do not perform parts of the surgery, like the extraction of grafts, themselves. Often the extractions are done by technicians. Usually they are referred to as being "qualified". But what does it exactly mean? Qualified by whom? I am wondering if this growing practice is covered by law, especially regarding the following question:
  • Is everyone involved in my surgery covered by malpractice insurance?
How about Belgium where many well-known FUE physicians perform their surgery. Are their technicians allowed by law to do the extractions? Besides their wonderful results and work ethics, are the patients safe and covered by any circumstance?
Thank you!

IT ALSO STATES.........

ISHRS strongly recommends that only a licensed physician, nurse practitioner or physician assistant practicing within the scope of his or her license perform hair restoration surgery.

In my opinion this is more so for travelling techs, like the ones who travel to various outlets to perform Fue with a Neograft machine. Not for technicians who work under the supervision of a qualified doctor.
