Scientists are saying as we age our stem cells on our scalps get confused and turn to skin?

There has been a few articles in the media recently that says that scientists from various countries have discovered that as we age our stem cells on the scalp get confused and turn to skin instead of hair follicles? What are your thoughts on this.
