I need to get a new passport and always have a fringe(with hat on). Obviously i cant wear a hat but can I have a long fringe in my photo? I really dont want anyone to see my head. Only 1 person has seen it in years cos she slept in the same bed as me. I would hate to have my very balding frontal part of my head on my passport.

You definitely can have your fringe combed forward, give the passport office a call and they will confirm it.
