When does hair loss loss stop?

Is there a safe age when you can be considered safe from hair loss? When I say safe I mean that you won't develop a Norwood 4 pattern and upwards. I`m 41, my hair loss status I`d say is a Norwood 3 which has slowly developed from around 28. For the last 2 years, I`ve not receded further. I`m comfortable with my hair as it stands and don`t wish to take any medications for my entire life.
Are there any tests that can be done or is it totally unpredictable?

There really is no safe age. Hair loss can strike at any age. Family history helps but it's not a safeguard as DHT can skip a generation or affect one family member more than another.
With some luck your hair loss may have stabalised on its own and stay the way it is. If you continue to lose hair you may have to consider using hair loss medications such as Finasteride.

I have attached an example of the pattern of loss of one particular gentleman, apologies for the quality. But you can see the frontal loss of this man at 27. The black hairline represents his "would be" hair transplant if he would have proceeded with a frontal restoration at that time. Look how his loss evolves up to the age of 40, and then over subsequent years his lateral humps(sides) and lower crown (which cant be seen) drop significantly. The last photo again highlights what would be left of his transplanted hair if he would have proceeded with that frontal restoration at 27 years.
Family history can be an indicator, but is also not definitive or obvious as males in your family will have varying degrees of loss.
Also health and lifestyle can have an impact. If you smoke, drink, active/inactive, diet, stress, anxiety, other medical issues or medication. Much of these factors become more of an issue in overall health as we age, which can have an influence.
When a patient reaches 40 years old for example, and as you explained, will not take hair loss preventative medication, his degree of loss and donor density will be influential in regards to what can be achieved and if his donor will be able to support any further loss in subsequent surgeries in the future.
This is why an in person consultation in this situation would be recommended before committing to surgery.

With the exception of miniaturized hair, what would a consultation establish? Fortunately, I`m in good health, eat healthily, and exercise on a daily basis. My 2 older siblings have a minimal loss, my father was blessed with a full head of hair until he passed. The guy in those pictures lost all his hair within a decade. How often does this happen?
Medications. Pumping unnecessary drugs into one's body is something I`m not prepared to do.
I think I`ll wait it out with the hope it`s stabilized.
