Here is a little info and some links for anyone wishing to travel to the US.
ABOUT TRAVEL AUTHORIZATION
A Travel Authorization can only be applied for by a citizen of a Visa Waiver country. Any other visitor must still apply for a B-1 Business Visa or B-2 Tourist Visa in advance. A Travel Authorization permits the U.S. visitor to travel to the United States by air or sea. The authorization is only related to "permission to travel to the United States". An approved Travel Authorization does not guarantee admission to the United States, but without it you may be denied boarding, encounter delays at the border and even deportation if you are not allowed to enter.
Applying for a Travel Authorization with false information can make you permanently ineligible to visit the United States.
You do not need to have an airline or hotel reservation to apply for a Travel Authorization. If you are planning a trip to the United States, it is recommended to apply for your Travel Authorization today. An approved Travel Authorization is not a visa and it does not guarantee entry to the United States. Note that if you travel to the United States but are denied entry, you will never be able to enter the United States on the Visa Waiver Program again.

This is a new process as of August 1, 2008 and it is easy to make mistakes.
