Topical minoxidil -- localised / non-localised

Please forgive my woeful ignorance, but I need to ask: does topical minoxidil only effect the area of application? I've read that it does. But I've also read that its effects are non-localised, and so applying it to one area -- say, the temples -- can result in shedding in a different area -- say, the crown. But if that is the case, why do we need to apply it to the scalp at all? Why can't we simply wash our hands with it or soak our feet in it? Please can someone explain. Thank you.

Ha, ha. Not quite what I was looking for, but still funny.

Probably better off searching online for the answer from a medical peer review. They are the ones doing the studies.
